  National Chiayi University President Chiou Yi-Yuan assumed the post as President of NCYU on February 1st, 2012, and his first tenure came to an end on January 31st, 2016. Last March, representatives of the faculty meeting reached an agreement of 78% to reappoint him as NCYU President for a four-year term, which was later approved by the Ministry of Education (MOE). On the morning of February 1st, Chen Der-Hwa, Political Deputy Minister of MOE, arrived at the International Conference Hall, NCYU, to present him a reappointment letter. Special guests included Chiayi Mayor Tu Xing-Zhe, former presidents of NCYU, Su I-Chi, president of the NCYU Alumni Association, presidents of NCYU alumni associations in different counties and cities, as well as guests of honor from industrial, governmental and academic circles, who came to offer their congratulations. The event was also attended by the faculty, staff members and students of NCYU, who expressed their warmest wishes by presenting flowers.

  Looking back on the 39 years of serving at NCYU, President Chiou said, “Thank you, thank you, and thank you.” He was grateful to the former presidents for their prospective planning and wise leadership, whose very endeavors laid a solid foundation for the university’s development. He was also thankful to the teachers and students who have shown enormous support in completing several major construction projects such as “construction of the new Science and Technology Building,” promoting the construction of a variety of software and hardware facilities, improving the teaching and research environment, creating a cloud-based digital campus, and setting up “Overseas Chinese and International Students Division.” NCYU has sister school, and academic cooperation and exchange agreements with 61 notable universities around the world from Asia, America, Europe, to New Zealand and Australia. To increase the transnational mobility of NCYU students, a number of outstanding teachers and students has been recommend and subsidized for overseas exchange or studies on an annual basis. President Chiou also extended his gratitude to the alumni and other circles of the society for their unwavering contribution to the growth of NCYU.

  President Chiou emphasized that the university’s development will be based on “Passing on the Heritage.” In the face of a “Post-Top-University Era” and declining birthrate, they will initiate the “Three-5 Hope Project”: “Innovative Transformation” for the first five years, “Effective Governance” for the second, and “Sustainable Development” for the third. By dedicating themselves to the ideas on school management: “serving the society with knowledge, spearheading improvement with technology, beautifying life with humanities,” they hoped to make NCYU as one of the most prestigious universities in the Yunlin-Chiayi region. At the end of the speech, President Chiou encouraged everyone with such words: “Try, try and try.”

  Subsequent to the reappointment ceremony, the installation ceremony for first-level supervisors newly appointed was hosted by President Chiou. There will be eight first-level supervisors succeeding to office at NCYU since the second semester in the academic year of 2015, which include the prospective Dean of Academic Affairs Prof. Liu Yu-Wen, Student Affairs Office Dean Prof. Chen Ming-Cong, General Education Center Chairman Prof. Cai Ming-Chang, College of Agriculture Dean Prof. Huang Guang-Liang, Department of Physical Education, Health and Recreation Chairman Prof. Chen Ho-Cheng, Department of Bio-industry and Agribusiness Administration Chairman Prof. Wang Jun-Xian, Department of Electrophysics Chairman Xu Fang-Wen, the Department of Computer Sciences and Information Engineering Chairman Lu Tian-Qi .
